This is a perfect example of Cucina Povera. You can use Orzo pasta instead rice (I prefer this way).
You need -
350 g Rice or Orzo.
400 g Savoy cabbage.
100 g Bacon.
50 g Grated Parmesan +2 rinds.
59 g Pecorino.
1.5 litre meat stock.
2 Tablespoon Olive oil.
1 Onion.
Small glass white wine.
Method -

- Wash cabbage cut to medium chunks.
- Scrape cheese rinds clean.
- Chop onion and bacon coarsely and sauté in big pan with little olive oil.
- Add wine little at time.
- When onion has a little colour add half the stock and boil.
- Lower heat and add cheese rind and cabbage.
- Cook with lid on for 30 minute.
- Add rice or orzo.
- Stir constantly
- Add more stock so as not to dry out.
- Serve with grated Parmesan and Pecorino.
