This is a perfect example of Cucina Povera. You can use Orzo pasta instead rice (I prefer this way).
You need -
350 g Rice or Orzo.
400 g Savoy cabbage.
100 g Bacon.
50 g Grated Parmesan +2 rinds.
59 g Pecorino.
1.5 litre meat stock.
2 Tablespoon Olive oil.
1 Onion.
Small glass white wine.

Method -
  1. Wash cabbage cut to medium chunks.
  2. Scrape cheese rinds clean.
  3. Chop onion and bacon coarsely and sauté in big pan with little olive oil.
  4. Add wine little at time.
  5. When onion has a little colour add half the stock and boil.
  6. Lower heat and add cheese rind and cabbage.
  7. Cook with lid on for 30 minute.
  8. Add rice or orzo.
  9. Stir constantly
  10. Add more stock so as not to dry out.
  11. Serve with grated Parmesan and Pecorino.
I serve with toasted Ciabatta as well.
