There are some foods that you know as long as they are in the pantry that you can make a meal.
My list:
peanut butter
oatmeal
tuna fish
noodles
cream of mushroom soup
rice
black or red beans

What's on your list?

Pasta, tinned tomatoes, tinned tuna, onion.

(I have virtually lived off this combo, although usually with some fresh veg like peppers and courgettes added).

My list is:
Onions
Tomatoes
Spinach
Cucumber
Peanut Butter
Oatmeal
Potatoes
Soy Sauce
Peppers
Rice
Noodles
Coffee
It actually goes on and on but those are basically the essentials.

I could survive just on these

Pasta and/or noodles
Rice.
Lentils and/or beans
Spices
Tomato - fresh, pureed or canned
Onions
Oil

To me, pantry staples are the things you need in order to prepare a meal, things you buy in a larger quantity that you will use for one meal such as smoked paprika, salt, and other seasonings (though I rarely cook with salt), good olive oil, rice, cous cous, vegetable stock (though I prefer to make my own and freeze it)... the sort of things that you can use to turn almost any ingredients into a meal.

As I live by myself I don't have that many basics. My absolute basics resume to milk, yogurt, olive and canola oils, salt, onion, garlic and i will usually have some varied veggies, frozen food, rice, pasta and tomato sauce. Everything else I will buy only when I need them.

I always have potatoes, eggs and bread in the kitchen. I can create a few frugal meals from these and although they are pretty boring, they are a lifesaver when it's a few days to go until payday.
