To be honest, although it should be minced lamb, I have seen hot/warm Scotch Pies sold simply as Meat Pies so who knows what the meat was, could have been anything like some dodgy doner kebabs you can get!!
I've never seen minced mutton in any supermarket here in England, in fact I dont recall seeing any non-minced mutton either.
May be up in Scotland they have it everywhere - perhaps there's a Scottish cook on here somewhere who will be better placed to answer your question. All the recipes I've seen say minced lamb so that's what I've used.
