A clockwise - right handed corkscrew cutter for making things like Hasselback potatoes.

Or. It could be left handed counterclockwise.

I thought Hasslelback potatoes looked like this (cuts that don't quite go through) not spirals. But yes its a spiral cutter.

Are they edible?

Yes, sort of. It's not a good idea though because they're poisonous until fully cooked.

Some ferns contain a carcinogen as well.
