It certainly looks like it could do serious damage in the wrong hands. But looking at it again the "teeth" do not appear to be that sharp.

They are quite sharp but its a small utensil. Here is a different view:

It's the clever end of a set of tongs .
 
I know what it is. For us, it came with a tray with little holes in it to hold things upright so cheese and other fillings don't leak out. It can be bought separately though.

Nope. Its has a very specific use - really for doing something to one particular item of food (a fruit which a lot of people regard as a veg or spice). @Yorky uses a this item of food quite a lot. In fact I think I may have seen a recipe from @Yorky where this gadget might have been useful.
