It looks like a shuttle stick used in weaving to tamp the weft or separate the warp.
Perhaps shuttle stick is the wrong word, perhaps I'm completely wrong.I thought shuttle sticks had a 'cut-out' to catch the thread/yarn... just going by memory of doing weaving at Art College.
