I’ve never made it myself but my aunt does it from time to time - sadly I don’t have her recipe but this one looks pretty good:

The ones in my picture are bought from a stall. They cost about a dollar each. In the pic there are three types - left to right fish head, prawn (the one I showed closeup) and ‘original’ (white fish) otak.

Well I would have guessed some sort of dessert item, like flan, but I know you don't have a sweet tooth and also it has some sort of herbs on it. So no idea.
