Nope. It may be peculiarly British thing. Not sure... you might perhaps come across it at breakfast or tea-time.

Yes it hangs over something. Is it really necessary? No.

.... a bit of research. It seems it can be used for 2 different 'things'. I was originally only familiar with one (the breakfast, tea-time one).
