I currently can't see 8 letters in any 2 words. Else I've to choose 2 words and drop a couple of letters? The previous one (solved by @Duck59) Cheese, badly made & lacking finish (8) is easier, I think.
You are probably corrct. I wasn't quite sure. Should it read: Crackers, claret (French) and cheese (8)I apologise for the pedantic approach, but would argue that French 'and' is reversed in the answer.

I just felt that it would be clearer as the 'and' part came after the implied anagram. Something like:
Cartel, dodgy and French, returns cheese.
