If you’re having a problem with a really even melt, then I’d suggest a few things.
First, use whole milk mozzarella, not the part-skim stuff.
Second, don’t use pre-shredded; that stuff is coated to keep it from clumping together. Unfortunately, it also inhibits even melting.
Forego the shredding, buy it in a block, break off chunks, then pulse it in a food processor until it’s in largish crumbs. I don’t know why, but it just melts better than shreds, even if you shred it yourself.
