I imagine the speech writer got hammered from drinking too many buds, and the next morning felt inspired to "create" these lines.
 
I got a reel from Instagram. It was about a couple of slightly portly, middle-aged ladies who'd got locked out, and one of them was trying to get into the house through the skylight window. The other was supposed to give her a leg up, which she did, but the results were... well, my wife & I just laughed for 10 minutes.
