Big commotion in my apartment building last night, once again upstairs neighbor is the culprit. It was close to midnight when I heard a loud noise from upstairs and the neighbor's dog became very agitated, I figured the neighbor must have accidentally dropped something heavy, no big deal. Sometime later, I had just fallen asleep when I heard someone yelling. Jumped out of bed, went to the door and found the neighbor who lives in front of me yelling to the neighbor upstairs from her door, because once again the neighbor was making a lot of noise at night. The neighbor asked if I awoke with the noise from upstairs or with the noise of her yelling, and I didn't tell her the truth, she was mad and looking a bit scary. Meanwhile I was starting to feel super dizzy, probably because I jumped out of bed too fast and my blood pressure was dropping, the neighbor wanted me to go upstairs and complain about the noise but I was seeing everything white and had to run back to bed. The neighbor who lives in front of me went to yell at the neighbor who lives above me, then back to her house to yell alone, and that was my night.
Seriously, this upstairs neighbor is too much trouble (ruined my favorite bed sheets with bleach, makes too much noise at night, has a dog when we're not allowed to have pets), and with all the negativity she's getting from us I don't know how she will enjoy living here.
This building belongs to the city council. The son of the neighbor who lives in front of me works for the council and she probably complained to him but she's a bit crazy so the son is probably dismissing what she says. I plan to contact the city council myself but not before covid numbers have stabilized here in Portugal. I will ask them to come and check for themselves that the neighbor upstairs has a dog, and they will probably want to talk with me too, but in the current epidemic situation I'd rather not be in close contact with someone I don't know.Talking to your apartment block administrator should help?

It is a very unique neighborhood for Texas. All zero-lot-line homes, all two story, all brick and stone exteriors. It has a more NE US, and even a somewhat British vibe to it. When one goes up for sale, it often sells within days -- weeks if people ask a little higher price to test the market.

A similar thing is happening in Portugal. Mom's house cost 175k 15 years ago she could sell for almost 400k if she wanted. 7 years ago my boss wanted to buy an old home that was selling for 175k, an architect got the house instead of her, did a huge renewal and sold the house a couple years later for around 1Milion. In Portugal these are cycles though. My grandma has lived in the same neighborhood for 40 years and she says she has seen the houses very expensive, dirty cheap and now expensive again.We have bad housing here, prices have gone nuts. I paid 99k for our house ( I say I because my wife hated it. I could see potential so I signed for it.) that was about 30 years ago. I believe based on prices around me we would get high 800s. We have the biggest house on the street.
