Apparently that’s what makes it difficult to ride/drive America, different countries or individual authoritarians are known to just change the criteriaBrother and niece stopped by to get our old car for her. For once, transferring ownership, titling, and registering the car over to her went off without a hitch. Usually it’s a huge PITA that takes multiple trips, as the county officiants whimsically decide which documents you need to complete everything (and there’s always one you don’t have) - “Oh, I’m sorry…you need your great-grandmother’s twice removed cousin’s original paperwork from when they first settled in the Ohio Valley in 1799…you do have that, yeeesssss?”
