Yes. But she's been calling them both the same thing for as long as I've known her, lol.
Most restaurants use shepherd's pie insteaad of the correct term cottage pie whem beef is used. Only place I've ever seen it correctly used was an Irish pub, which served both. Even one of our favorite Paul Prudhome recipes is misnamed as shepherd's pie since it uses ground beef.

Maybe it's because lamb is much less used in general in the US. I don't think the misnomer would happen in the UK. At least, not in a restaurant or pub.

I don’t think it would happen here either but I once made the mistake of unthinkingly announcing shepherds pie when it was cottage pie (you’d think I’d remember what meat I’d bought 😂) and it was greeted with horrified exclamations as if I’d committed some sort of serious sin but no, they were just expecting Shepherds Pie and how could you get them mixed up?! 😂
